Public bug reported:

I don't know but I suspect it is a bug affecting start up. Whenever an
update is applied start-up is blocked and I have to close and restart my
PC with the power button. The screen reference is about a program that
blocks. Then a continually repeated message appears not allowing the
computer to start. After restarting two or even three times the problem
disappears, (until the next update). Please acknowledge if there is a
bug and instruct accordingly. Thank you.
