I had 9.04 installed on an NCR 7402 POS device w/microtouch touch screen that exhibits the same problem. When I boot Ubuntu 9.10, kernel 2.6.31-14-generic it does the same thing as described above.
Under Ubuntu 9.10, kernel 2.6.28-16-generic it boots correctly, and looks correct. However the touch screen never worked, which I believe to be an entirely different issue. I am not sure how to get a hold of the crash log for the first kernel since it crashes before the os loads.
