I see this problem as well. I have a Radeon X1300 Pro AGP. The session for the second user is always very sluggish. I recently upgraded from a Radeon 9800 Pro that did not show this problem using the same drivers. Also, using the VESA driver does not show this issue even if compositing is enabled on both users. I did disable compositing for the second user and it did improve somewhat but it is still noticeably jerky and much worse than either the 9800 w/ the radeon driver or using the VESA driver with the X1300. I'd rather not use the VESA driver since I would like to use both monitors.
Let me know if there is any debugging info I can provide.
