I can confirm that I am seeing exactly the same thing with my Radeon 9200 in the latest Lucid (dist-upgraded this evening, the 28th of March). No compiz unless KMS is turned off. Even then, it is substantially slower than it was with Karmic. Indeed, non-composite 2D has degraded substantially too:
