One interesting piece of information: I forgot to disable visual effects when I rebooted after re-enabling KMS. When I logged in, performance was not that bad. It is noticeably slower than with UMS but still usable. No 1-2s freezes when moving a window as happened when I enabled visual effects after logging in. I have not seen this before but it seems to suggest an order of operations issue. I'll leave visual effects on for now and see if it ever reverts behavior.
