I don't think this is a bug. You simply installed the fglrx package but
didn't enable it in any way.

You could have done this either through Jockey (which is what I recommend) or 
manually as described here:
https://wiki.ubuntu.com/X/Drivers

Installing a package is not enough any more because of the new
alternatives system that we have in Lucid.
