Sorry for taking so long to respond, I have tested out Fedora 13 and the
bug is not present whatsoever. I just did a clean format install of
Ubuntu 10.04, I did all the updates turned off compiz as Lourens Veen
said and the bug still exist. I can also confirm that sync to vblank in
compiz settings has never been checked off. I then took Stenten's
advice and added the x-updates repository, updated my system, restarted
and the bug is still present. Should I try to use Kernelcheck to
upgrade the kernel to 2.6.33 to see if its a problem with 2.6.32? The
reason I ask is because I noticed Fedora uses xserver-xorg-intel 2.11
which is what I am currently using but Fedora uses the newer kernel.
