If an upstream dev spends just 20 We have upstream devs subscribed to for instance gthumb and it is fantastic. Increasingly we see more upstream devs register on launchpad and participate in particular bugs, which is highly appreciated. Makes sense also, since in many cases the biggest part of their software's consumers are using it on Ubuntu... Other devs (no names) seem allergic to non-developer contact :) Let's say they just don't have time, which is ok.
