I added 198_nohwaccess.patch back when we were very hot to move forward
with rootless-x.  However, the stakeholders for that moved on with other
things, and our priority for supporting rootless-x lessened.

In fact, the patch itself is a bit of a workaround anyway and did not
get us fully to *proper* rootless-x functionality.  Thus, I think if we
ever do want to achieve rootless-x we'd need to revisit the patch
anyhow.  Plus, given the focus this cycle on wayland, we may be solving
the need in a completely different way.

So, I'd like to just go ahead and drop the patch.  Anyone feel
differently?
