Hi Brian,
This was an issue with the Shapely version, which was a bit outdated in
Ubuntu 12.04.
I have now pushed a new deb in Unstable that solves this problem.

Next, I know that Sean Gilles is hard at work on several pieces of
GeoPython right now, preparing for FOSS4G. SO it seems likely to me
that changes have been introduced..
You know the repository system better than I, so I wont try to guess
further than that.. however, I would like to understand this, to
resolve any build problems now and going forward..

I tried to install python-shapely and use it with UbuntuGIS-unstable.
The problem I encountered was:

Same error appeared when I tried to build shapely in our ppa.

Fortunately, 3.3.8 is still in UbuntuGIS-stable ppa.
