No, the ubuntugis stable PPA is of no use for QGIS.org downloads.
You can either use
https://qgis.org/ubuntu and the main ubuntu repo
latest QGIS and old GDAL (not for Xenial which has no GDAL 2 in the
ubuntu repo)
https://qgis.org/ubuntugis and the ubuntugis ppa
latest QGIS with updated GDAL, currently 2.2
only the ubuntugis unstable ppa
QGIS 2.18 LTR and updated GDAL
only the ubuntugis stable ppa
older versions, currently QGIS 2.14 and GDAL 2.1
