Bug description:
Ubuntu Budgie includes ubuntu-docs since it's generally useful and
they don't have another docs system.
But Ubuntu Budgie does not need gnome-getting-started-docs

We can fix this issue by having ubuntu-desktop recommend gnome-
getting-started-docs and dropping that recommends from ubuntu-docs.
