To install the desktop environment offline, you need the Ubuntu Desktop
CD.
1- Insert the Ubuntu Desktop CD
2- Add the CD as a package source:
sudo apt-cdrom add
3- Update the package list:
sudo apt-get update
4- Install the desktop environment:
sudo apt-get install ubuntu-desktop
And you should have a workign desktop now.
