I'd like to reopen this bug. It just happened to me on a brand new
Ubuntu 9.04 system, twice within one week.
The update manager displays the exact same error message as in the
original bug report. 'sudo apt-get upgrade' ran successfully.
The only customization I have made to my updates is in the "Settings..."
I selected "Download all updates in the background"
