That's a archive file. If you double click on it a default program should lunch 
which will unpack the faleq most probably making a directory in your Home 
place. There be some or lot of files.
If you go to the place where you downloaded it from may be you'll find 
instructions how to manage to install that application. Often it's a bit 
frustrating for beginners to install a program from .tar.gz in Ubuntu. If there 
is a . deb file of the same application it's much better to download it because 
the .deb format is the default for Ubuntu and Package Manager should do all 
automatically instead of you.

So look there or in the net for something like 89014-nsa.deb .
