Marcel van Beurden confirmed that the question is solved:
It's indeed a "Recommends", but I didn't realize I had the choice to not
install them. Thanks for pointing this out.
When using aptitude instead of apt-get it is:
sudo aptitude --without-recommends install smartmontools
