actionparsnip proposed the following answer: You can install software from the install CD as well as using things like aptoncd and usb sticks to transfer deb files from a system with a web connection to one that doesnt. You will need to also satify dependancies if you start transferring deb files and it can get messy. If you have the CD in your system, you can launch synaptic and tell it to use the CD as a repository.
