actionparsnip proposed the following answer:
sudo apt-get clean; sudo mv /etc/cups/cupsd.conf /etc/cups/cupsd.conf.old;
sudo apt-get --purge remove cupsys cupsys-client
; sudo apt-get --purge autoremove; sudo apt-get --reinstall install cupsys
cupsys-client
should do you nicely, out the old config, remove cups and its
dependancys, then reinstall.
