Until the feature freeze in late august it is more than possible to get the new
version in.
As long as it is in the universe-repository, the "masters of the universe" are
the Ubuntu maintainers.
You can write into their mailing-list:

Also you could, or should, file a bugreport for the version-bump here on
launchpad.
