If you take a look here:
https://launchpad.net/~onkarshinde/+ppa-packages
you can see that the last ppa Ubuntu package for jabref was
created/modified on 2008-11-23
The version of that package is 2.3.1-6ubuntu1~ppa1
So I do not think it is being actively maintained...
