Vihar proposed the following answer: The Main Menu is actually the top panel. If you have in it Applications, Places, System than it IS the Main Menu. So you don't have to add a second Main menu in the Main menu. With +Add to panel toy add additional applications that are not shown by default in the Main Menu.
