(ext4, grub2 etc.) a clean install will be installed with them. An upgrade of from a Ubuntu 9.04 release system require some additional steps to get the almost the same working system (i mean with the same install defaults of Ubuntu 9.10). To get maximum speed from ext4 file system is better to reinstall it from scratch.
