Hello mzc,
A tar.bz2 is a compressed file just like a .zip file on Windows. I have
personally used redsn0w and I have done this before. All you need to do
is double click the .tar.bz2 file and extract all of the contents to a
location you want. Then after you have extracted the file (redsn0w) just
double click on it to run the program. No install required.
