mikb confirmed that the question is solved:
ATI/AMD proprietary FGLRX driver reinstalled and after some initial
apparent graphical instability it seems to have settled down with top
and bottom panels now visible.
I still think there has been some "buggy" behaviour with the panels
using this driver.
However, so far so good.
Needless to say it is a matter of some concern that both "disappearances
of panels" and apparent stability following deinstallation /
reinstallation have happened without deliberate interventions.
Hopefully resolved (not sure how)
