I think we need to appoint a release manager, preferebly in an EU timezone, 
this is not a huge amount of work, but does involve deadlines etc,
so so needs someone who is fairly available during release weeks, even if its 
mostly just lurking on irc.

It would also be good to appoint a bug manager and hopefully build a sub team 
of QA for handling bug triaging.... Right now we are lacking in a
big way in this area.
