This is for packtools, not UGR. I'm trying to get in the ubuntu repo
fo every recent release, and it needs to have a build.

Bug description:
  Packtools will not build on very old versions of Ubuntu, such as hardy
  or dapper.  The build dependencies listed in debian/control cannot be
  satisfied, as the distribution uses very old software.  These
  dependencies may be able to be loosened - they are the defaults
  imported from ubuntu-desktop/ ubuntu-meta/ ugr-meta.

  This might not even matter, as these older versions do not have many
  users and will not be supported for much longer.
