build fails on lpia architecture

Bug description:
Packtools will not build on the Launchpad Karmic lpia builder. This
is because there isn't a file called packtools-lpia/ packtools-
recommends-lpia that would list the packages required for the lpia
architecture. Lpia is only supported in Karmic as a main
architecture.
It needs to be verified that everything works on lpia, then the file
packtools-lpia can be added in the root of the package with the
contents of packtools-amd64. A blank packtools-recommends-lpia should
also be added.
