Is it possible to add a forum to the site? Discussing through bug reports feels a bit awkward. Maybe start up a twitter account?
As google sites seams a bit limited i want to recommend Joomla. It is an easy module based site builder. Point and Click installs. Just install it to the www directory and add modules to your likening. There are also themes that can be downloaded.
