It took a number of things to fix this:
~A dedicated folder in backgrounds for ugr
~Enabling l18n builds (I had disabled them)
~Fixing typos in debian/rules
~Adding the po (translations) folder and files. For some reason, the
gnome-wallpaper-settings key file that makes everything work would not build
without translation templates present.
It works now, and is building in dev. After it is tested it can be
ported to main.

Bug description:
The wallpapers in this package are in /usr/share/wallpapers when
installed, but they are not available to pick in the background menu.
This may have to do with how the config files from this package are
installed. The wallpapers may also need to be put in their own
folder, like /usr/share/wallpapers/ugr
