Bug description:
when login the system, there is a windows will pop up that tips install
language.
if close the windows and do not install language , it does not affect users.
Suggesting does not show the tips every starting system, or adding some
interface that user can choose "do not show again" and so on.
每次登陆系统后，都会弹出信息窗口“提示不完整的语言支持”。
如果不安装这些语言包，也不会影响用户正常使用，建议不要每次启动都弹出这个窗口，或者提供一个接口，用户可以选择“不再提示”等
