Mark, I've never moderated a Google Group, but I have moderated Yahoo Groups, and they have settings to moderate all posts. On one group I mod, when someone joins, they are moderated until they've posted 2 or 3 messages. If their posts are not SPAM and are on topic, they are removed from moderation. If the posts are SPAM, they are expelled from the group. If their posts are off-topic, I send a special reminder message advising them of the groups purpose and that posts must relate.
