There's no need to make an eclipse distro. for "muslim edition", as you said at the end, it can be done "to all people". Hence I suggest that you would contact the maintainers of eclipse package and work with them, I see that they have actually synch'ed with Debian's eclipse package (http://packages.ubuntu.com/source/intrepid/eclipse) for Intrepid. Although this too is not up to date (I see that Eclipse 3.4 is on eclipse.org). So you find your way with Ubuntu/Debian maintainers and see what you can do.
