There is a patch Khaled Hosny made to support arabic indeed, but this patch was rejected by upstream [1]. Also Khaled Hosny no longer maintains that patch nor is he going to work on another patch for wine. As mentioned in [1] this patch causes the size of wine to increase, so it will be hard to convince Ubuntu to use this patch in their wine package. So I have been thinking of an idea to make the same wine source pacage generate an extra couple of packages for arabic support (say wine-arabic & wine-arabic-dev). But one must have a look at that patch to see if that would be easy to implement or not. I still don't have that package, I should ask bro.
