In regards to the dictionary syncing, this sounds like a good fit for a program I have been working on, Stipple[1]. The application uses Ubuntu One and CouchDB to sync specific files on your computer. All you need to do is write a new plug-in for the file or directory you wish to sync. The plug-ins are very easy to write and I would be more then happy to help write one.
