There have been many changes in Ubuntu since that time you reported the bug and your problem may have been fixed with some of the updates. Furthermore, Karmic reached EOL on 2011-04-30. Checking "edit contour line" and selecting the value change box (third rectangle down) and changing the value to 0.1 should enlarge/shrink the contour line value by 0.1. However, the shape is not enlarged or shrunk by 0.1, but rather is enlarged or shrunk according to the shape size. For example, a page number box of .25x.25 has a smaller contour line enlargement than a image box of 2.5x2.5. The enlargement of the contour line is not persistent and consistent with the value.
