I have upgraded my system to Xubuntu 13.10 and scribus to version 1.4.3, build ID C_C_T_F_C1.12.16. The problem appears resolved.

I tried QT_ACCESSIBILITY=0 scribus from the terminal, attempted to open my document, and the program returned the error report and closed.
