For me it kind of works, but the levels are insignificant, only a few
pixels max (see attachment), so not useful at all.

And I also suffer bug #830677, they seem to be related.

Bug description:
  Binary package hint: pavucontrol

  The VU meter of pavucontrol doesn't work anymore. Two weeks ago it had
  shown the current output level properly. I'm using Lubuntu Natty amd64
  with 2.6.38-9-generic from natty-proposed.
