I see that Ubuntu Wily contains 1.7.0+repack-2, which from what I can see is the latest release of argyll. Therefore I believe this issue can be closed as Fix Released. (Also, regarding comment #4, argyll 1.5.1-5ubuntu1 is available in Ubuntu 14.04.)
Newer versions of packages are usually not added to the archive for already released Ubuntu versions unless it fixes a critical issue.
