I don't think this will ever get fixed. Does anyone know a way of manually rebuilding?

Please remove the disable flags in debian/rules and setup the package to use the right dependencies. If necessary provide gimp-gap-free and gimp-gap-nonfree packages, so that atleast frames from free video codecs like theora and VP8/VP9 can be imported.
