I observed this behaviour too in inkscape 0.48 + darktable 1.6.8.
when creating the svg with libreoffice-draw instead, it works fine.
comparing the svg files, I observed that libreoffice embeds the font into the 
svg file, inkscape doesn't.
(will hunt down if there's a switch in inkscape now).

  darktable does not render text in overlay/watermark svg-files

Status in darktable package in Ubuntu:

Bug description:
  darktable does not render text in svg-files created with inkscape
  correctly.

  To reproduce: make a svg-file containig text with inkscape. Add it to
  darktable's watermark source and try to apply it to an image. The text
  will not render. Instead a black box is shown where the text should
  be.
