I observed this behaviour too in inkscape 0.48 + darktable 1.6.8. when creating the svg with libreoffice-draw instead, it works fine. comparing the svg files, I observed that libreoffice embeds the font into the svg file, inkscape doesn't. (will hunt down if there's a switch in inkscape now).

To reproduce: make a svg-file containig text with inkscape. Add it to darktable's watermark source and try to apply it to an image. The text will not render.
