I can type àèìòù, etc just fine. I do use it for Italian stuff where I clearly need accents.
Can you try the ppa:scribus/ppa ? beware files saved with that scribus- ng can't be opened by scribus anymore. there scribus-ng is 1.5.0. I'm confident this is not really a scribus problem.
