that time you reported the bug and your problem may have been fixed with some

Title:
  blender has problem change language to korean

Status in blender package in Ubuntu:
  Invalid

Bug description:
  Binary package hint: blender

  Today, Blender supports lots of languages because of localization by people 
all over the world.
  But, it can't show Korean even Blender includes Korean translation pack.

  The solution is easy:

  1. Edit this file : /usr/share/blender/Blanguages
  2. In the 23rd line, change "Korean: ko" to "Korean:ko_KR" (This is the 
reason of bug I think)
  3. Go to [Language & Font] and select [Language: Korean] and select 
[International Fonts]

  I wish this bug will fix soon.
