You are trying to create a new album. this is not supported anymore. Recent versions of Shotwell (0.25.90) don't offer the option anymore.
If you want to create a new album, you have to do it in the Google Photos web application first, then it appears in Shotwell But this is not related to the original bug -- You received this bug notification because you are a member of Ubuntu Studio Bugs, which is subscribed to shotwell in Ubuntu.
