I am not sure if this is useful to everyone here, but I found a solution which is fine for me and much better than changing code manually.
I am having the same problem, that Inkscape, when exporting to pdf_tex, sometimes creates to much pdf-pages, causing an error during the creation of the document. To avoid this, just before you safe your *.svg to *.pdf mark all text you have in your document, then put it to the highest level/layer (don't know how it's called in the english inskape). However, for the SVGs I have been converting to PDF+LaTeX in this way, the TeX-file instructs to load more pages than the PDF has, for example the PDF has only three pages and the TeX file also includes page=4. This basically breaks the PDF+LaTeX export for me and I have to use EPS+LaTeX + epstopdf package. The bug occurs on OpenSuse 13.1 and Windows 8.1.
