As the previous fix only worked around the issue by adding blank pages to the output I had another shot at fixing this. I created a merge request with a "proper" fix that actually outputs partial renderings of the final document which can then be stacked in the LaTeX document with the text sandwiched in between, see https://gitlab.com/inkscape/inkscape/merge_requests/135
As the renderer (especially the hack we use to make PDF+LaTeX work) is a fragile thing and I'm not too familiar with it yet this requires a lot of testing. I'd appreciate if you could check with your own samples if Inkscape produces proper output. However, for the SVGs I have been converting to PDF+LaTeX in this way, the TeX-file instructs to load more pages than the PDF has, for example the PDF has only three pages and the TeX file also includes page=4. This basically breaks the PDF+LaTeX export for me and I have to use EPS+LaTeX + epstopdf package. The bug occurs on OpenSuse 13.1 and Windows 8.1.
