LyX 1.6.1 (Jaunty) russian support totally broken

Bug description:
Binary package hint: lyx
Current LyX won't convert files containing Russian characters to PDF, DVI or
anything else. Neither can it print anything.
Error message: LaTeX error: File 'koi8-r.def' not found.
Error description:

Changing encoding to for example CP1251 won't help (similar error message),
changing to uft8 causes lots of errors, forst of them being:
Error message: Package babel error: No Cyrillic encoding definitions files
were found.

Your installation is incomplete.
You need at least one of the following files:
x2enc.def, t2aenc.def, t2benc.def, t2cenc.def,
lcyenc.def, lwnenc.def, ot2enc.def.
Installing anything containing "LaTeX" or "TeX" doesn't seem to help.
LyX 1.6.1-1, Ubuntu Jaunty alpha 1 (the problem occured in previous versions
of LyX as well).
I can also mention that the same version of LyX works under Mandriva (2009)
so it seems to be a package inconsistency rather than LyX error.
