This is a new package. The plan is to upload it to Debian, but due to
the Buster freeze, this will not make it for Disco. Therefore, we would
like to upload it to Ubuntu first.

Bug description:
New package for Ubuntu, specifically, Ubuntu Studio, to replace jack-
rack in functionality and provide even more functionality. This
package has been a long-requested feature that we believe fits
perfectly into the Ubuntu Studio ecosystem.
All code is in the lp:carla git repo.
