package gimp-plugin-registry=9.20180625ubuntu2 from the universe repository
it should have the OpenRaster (.ORA files from MyPaint) importer/exporter:

     allows one to load and save files in the OpenRaster format.
   * planet-render (1-2): Planet Render
     Creates a planet. Color, size and sun orientation
     can be set.

But it doesn't, directory /usr/lib/gimp/2.0/plug-ins doesn't have it:
