studio.service is part of the studio-controls package. All bugs are filed against packages, not against the distribution as a whole. While studio-controls is a built-in-house project, it is upstream and is available to more distributions than Ubuntu. Also, because of that, you'll likely have to report it upstream as well, and even then, ssh-ing into it might be out-of-scope. Furthermore, the bug might be fixed already, so there's a lot of factors to consider here.

Current workaround for me was to run systemctl edit --user studio.service and change to ExecStart=/bin/true for each user using ssh other than the desktop user. ssh logins as the desktop user do not stop or restart jack session while the desktop is logged in.
