I'm inclined to file this as Opinion for now, since installs can take
some time, depending on the machine.

It's not something I can consistently reproduce on any of my hardware or
VMs. Yes, every once in a while it has the ability to freeze for a
minute or two, but I would like to hope it doesn't if I were to crank
the system resources down.

If you can nail down what specifically is causing this Heisenbug, by all
means.
